Vote Saxon - Harold Saxon was the alias used by The Master which he used to pass himself off as human. At the end of Series Three in the episodes Utopia and The Sound of Drums he was actually human as the Doctor had been earlier in the series. He found the fob watch containing his Time Lord side, opened it, decided that he should get a new body like the Doctor, regenerated, took the TARDIS and went to Earth. Besides leaving Martha, Jack and The Doctor stranded on a different planet at the end of the universe, he went back, established himself as Saxon, married, created an entirely fake life story, eventually rose up and ran for Prime minister, using Vote Saxon as his motto or whatever it is. He won eventually, took over the world until the Doctor stopped him, etc. etc. but basically it's The Master
